The plan was and is for the senile old man to stumble around if he is even there. This could all be a hoax. You never really see him speak except behind a mask and with all the tech today they can make it look like it’s happening now. He does not live in the WH. Apparently it’s empty as is the big C building. The madam in the background is not living in the VP house either. I see this as a caretaker govt behind the scenes.
